Prior to the war Francis served in the Territorial Army and worked at Burton & Rake of Chapel Street as a sterotyper. He was a memeber of both Adelphi Lads Club and Salford Harriers.
Writing to the wife of Francis, CQMS Lewis stated: "Frank all along was in the highest of spirits, never for one moment did he let the thought that someting would happen worry him."
